There is No Security in the Bourgeois State! ¡No hay Seguridad en el Estado Burgués!
Note: This is not the official position of Liberation, but the analysis of comrades in the Bay Area with ties to the struggle in Mexico.
We stand in solidarity with the oppressed peoples of Michoacan and all of Mexico in their moment of upheaval against the continued allowance of Narco-gangs to terrorize the people.
After the murder of Carlos Alberto Manzo Rodríguez, former mayor of Uruapan, those from all walks of life have risen up in protest; however we must not let this moment be seized by the reactionary line of MORENA's “Michoacán Plan for Peace and Justice” or the emerging cult of the “martyr” Carlos Alberto lead by Grecia Quiroz.
Claudia Sheinbaum has not taken this moment for granted, proposing the so-called “Michoacán Plan for Peace and Justice”. This plan includes an increase in National Guardsmen and Federal Agents in Michoacan (the ‘Murcielagos’ units), strengthening the state prosecutor’s office, increasing the surveillance capabilities of the state, and reconstruction of infrastructure. While the federal police remain a bastion of corruption infiltrated by the narcos, how could increasing their strength bring forth anything but disaster? At the same time, the National Guard remains an unstable force fed from both the sellout police forces and a military whose past practice is covered up war crimes and human rights violations. The last point, however, is the most important as it shows the hand of the government clearest of all. Michoacán is the leading producer of avocados in the world, a commodity most valued in the imperial core. This “plan” is no solution to the issues plaguing Michoacán, just as the identical plans of AMLO and Nito were no help, but a cover to secure the exploitation of the campesinos in the avocado farms.
On the other side, there are those led by the late widow of former mayor Carlos Alberto, Grecia Quiroz. Grecia, now elected to take her late husband’s place by members of the Movimiento del Sombrero, calls for even further impunity for armed forces in the region. Where the line of MORENA could be seen as gradual, the line of the Movimiento del Sombrero is so drastic it has been compared to the State of Exception in El Salvador. With no regard for who is caught in the crossfire of these abuses, as the illicit activities of the narcos have extended to diverse industries in Michoacán including agriculture and logging. Together with the bourgeois state they continue to violate and ignore the sovereignty of the indigenous Purépecha Nation whose land they exploit and occupy.
Among all the chaos, imperialist interests have sunk their hand into the people’s rage to try and sow discontent in a color revolution attempt. The ‘Gen Z’ protests have seen corrupt politicians like Vicente Fox and other members of the old guard, along with literal fascists, take to the streets and try to take advantage of the moment. This thin veil hasn’t fooled anyone as the masses have called out this cheap attempt to hijack a wider call for action.
Only by continuing to organize the masses, build a people's party, people's movement and a people's army can Mexico hope to bring the transformation needed to tackle all the overwhelming issues inherited by the current administration.
In short, we ask support for the people of Mexico in a call to:
- Reject the lies of MORENA in their “Michoacán Plan for Peace and Justice”
- Reject the Carlos Alberto Cult of Personality
- Reject the imperialist opportunist ‘opposition’
- Seize the revolutionary moment to strengthen the people’s movement and build power
Neither Sheinbaum, nor Alberto, but the power of the people!

A los camaradas del mundo:
Nosotros se solidariza con los pueblos oprimidos de Michoacán y de todo México en este momento de agitación contra la continua permisividad de los cárteles del narcotráfico para aterrorizar a la población.
Tras el asesinato de Carlos Alberto Manzo Rodríguez, ex alcalde de Uruapan, personas de todos los ámbitos de la vida se han alzado en protesta; sin embargo, no debemos permitir que este momento sea aprovechado por las líneas reaccionarias del “Plan Michoacán de Paz y Justicia” de MORENA ni por el culto emergente al “mártir” Carlos Alberto liderado por Grecia Quiroz.
Claudia Sheinbaum no ha desaprovechado esta oportunidad y ha propuesto el llamado “Plan Michoacán de Paz y Justicia”. Este plan incluye un aumento de efectivos de la Guardia Nacional y agentes federales en Michoacán (las células de los “Murciélagos”), el fortalecimiento de la Fiscalía General del Estado, el incremento de las capacidades de vigilancia estatal y la reconstrucción de la infraestructura. Mientras la Policía Federal siga siendo un bastión de corrupción infiltrado por el narcotráfico, ¿cómo podría aumentar su número traer otra cosa que no sea un desastre? Al mismo tiempo, la Guardia Nacional continúa siendo una fuerza inestable, alimentada tanto por policías corruptos como por un ejército cuyo historial está plagado de crímenes de guerra y violaciones a los derechos humanos encubiertos. Este último punto, sin embargo, es el más importante, ya que revela con mayor claridad la influencia del gobierno corrupto. Michoacán es el principal productor de aguacate del mundo, un producto muy valorado en el centro del imperio. Este “plan” no es solución a los problemas que aquejan a Michoacán, del mismo modo que los planes idénticos de AMLO y Nito no sirvieron de ayuda, sino que fueron una tapadera para asegurar la explotación de los campesinos en las fincas de aguacate.
Por otro lado, se encuentran los liderados por Grecia Quiroz, viuda del exalcalde Carlos Alberto. Grecia, elegida por miembros del Movimiento del Sombrero para suceder a su difunto esposo, aboga por una mayor impunidad para las fuerzas armadas en la región. Mientras que la postura de MORENA podría considerarse gradual, la del Movimiento del Sombrero es tan drástica que se la ha comparado con el Estado de Excepción en El Salvador. No les importa quién quede atrapado en el fuego cruzado de estos abusos, ya que las actividades ilícitas de los narcos se han extendido a diversas industrias en Michoacán, incluyendo la agricultura y la tala de árboles. Junto con el Estado burgués, continúan violando e ignorando la soberanía del Pueblo Purépecha, cuya tierra explotan y ocupan.
En medio del caos, los intereses imperialistas han aprovechado de la ira popular para sembrar descontento en lo que se asemeja a una revolución de color. Las protestas de la ‘Generación Z’ han visto a políticos corruptos como Vicente Fox y otros miembros de la vieja guardia tomar las calles e intentar aprovecharse del momento. Este pretexto no ha engañado a nadie, pues las masas han denunciado este burdo intento de manipular un clamor popular por la acción.
Solo continuando la organización de las masas, construyendo un partido popular, un movimiento popular y un ejército popular, México podrá aspirar a lograr la transformación necesaria para afrontar todos los abrumadores problemas heredados por la actual administración.
En resumen, pedimos apoyo al pueblo de México, allí y en todas partes, en un llamado a:
- Rechazar las mentiras de MORENA en su “Plan Michoacano de Paz y Justicia”.
- Rechazar el culto a la personalidad de Carlos Alberto.
- Rechazar la “oposición” imperialista y oportunista.
- Aprovechemos el momento revolucionario para fortalecer el movimiento popular y construir poder.
¡Ni Sheinbaum, ni Alberto, sino el poder del pueblo!
